In your next two team meetings, track who speaks and who does not. No intervention — just a list.
Short read
Silence in a meeting is rarely random. It follows seniority, tenure, language, shift pattern, and how much someone's last contribution cost them. Frequently the people closest to the actual work speak the least, which means the information with the shortest distance to the risk has the longest distance to you. Notice also the difference between people who are quiet and people who have been quietened — the first is temperament, the second is history. Only the second one is your problem to solve.
